People move. If they're fortunate enough to have the dough, they move up, meaning they move their households to neighborhoods that have more of the things they want. That might be better schools, classier neighbors, bigger houses, or less crime.
Likewise, businesses like to locate in nice areas, too. And often that's not in a stogy old downtown. But the bigs in every city, and that includes our fair city of Midland, Texas, are intent on re-animating the old downtown to bring people back rather than letting the natural evolution take its course. But that always means spending gobs of taxpayer money.
Well, here's a cheaper way. Encourage more bars! Do that by relaxing stodgy old rules that discourage them like they're trying to do in Flemington, N.J.
