Washington Examiner tells us about a new agreement between NBC and TargetSmart, a data mining company which was hired by the DNC in 2014 to help elect Democrats. See NBC partners with Dem political firm for 2016.
What does TargetSmart do? They're data miners. A Politico.com article calls it one of the most powerful engines of the Democratic Party’s data operation.
Here's TargetSmart's mission statement about their voter data base:

Thousands of campaigns each year rely on VoterBase data to power their fundraising, research, and voter contact programs. And now, through VoterBase Digital, you can leverage the same powerful political data online and through addressable TV and reach voters in a truly integrated campaign across multiple mediums, consolidating online, offline, and addressable television advertising platforms.
That's about 250 million people in their data base. It might be interesting to see how NBC uses this information to manipulate voters. But that would require actually watching NBC.
Meanwhile, Hillary Clinton is probably taking advantage of the service. So whenever we see her changing tack in her campaign we could guess that TargetSmart pulled up some info about her base that she should be addressing.
