One of President Obama's typical replies to criticism of his inaction is to say, "Show me your plan." His political opponents have nothing better to offer, he contends.
Most recently complaints have been made about his inaction toward ISIS. We don't know his motive for dilatory decision making, but let others speculate about that. One plausible explanation, though, is that he can take criticism of inaction better than he can take criticism that he was responsible for civilian deaths. ISIS has him figured out, so they hide among civilians.
Obama needs to get over that if any effort to defeat ISIS is to be successful.
