In addition to Atlantic, Pacific and Caribbean Islands, the list includes what looks like every country in Central and South America as well as Mexico. That's a lot of territory.

Had a known case of Zika in the past 3 months
Has been in an area where Zika is present in the past 3 months (see list)
Those Americans in the Obama Cuban entourage would fit that category if in the unlikely event any of them were blood donors. As for having sex with any of the men, well, you're own your own.
Meanwhile, as our fair city of Midland, Texas, is experiencing rain today, mosquitoes will be breeding soon. Hopefully, the city will exercise very aggressive mosquito control, starting soon.
