Yeah, it's the alarmist tabloid Dailymail.co.uk, the information they share about EMPs has been common knowledge for a long time. Here it is at How North Korea could wipe out electrical networks across the US with a high-altitude EMP blast. And here it is again at bostonherald.com: Electromagnetic pulse attack on grid could ‘cripple’ society.
Serious people have been warning about it for a long time. And while various agencies and utilities pay lip service, there's no assurance that they've hardened the grid. Maybe they did but are keeping it secret for security reasons. We can only hope.
Meanwhile, Kim Jong Il seems to be embracing the "mutually assured destruction" relationship. He probably wouldn't want to spend the rest of his days hunkering in some bunker deep underground. So we're probably stuck with it.
